Geographic Information System(GIS) is a information system based on database(DBMS) which analyses and manages spatial objects. With more than 40 years'astonishingdevelopment, it has been a kind of more mature spatial information managementtechnologies, and widely used in industries.Since national founding, with the rapid population growth, industrialization andurbanization continued to expand, that increased land use intensity. Soil erosion,desertification of land, saline-alkali of land, unreasonable to develop to use and so on, thatall have caused land degradation. The contradiction between people and land is increasinglyintensified, and it directly threatens human survival and socio-economic sustainabledevelopment. Land degradation reflects the quality status of land resources, land resourcesis sustainable use and development of key indicators. Because of Chinese land resourceshave a wide area, many types and so on, and limits technologically, at a long time, we couldland resources of the overall information very hard, and then it influenced scientificdecision largely. On land resource information, the use of remote sensing technology tomonitor land degradation has low cost, macro-view, timeliness, accurate Etc, and lends astrong information security for scientific decision, so remote monitoring of landdegradation whenever the present and the future has a very broad application prospects fora long a period of time.Remote monitoring of land degradation theory has achieved some results, but usingcomputer technology systematically puts monitor land degradation remote sensing theory,three-dimensional GIS and geographic database together integrated with the system is notyet formed. Remote sensing of land degradation monitoring will contribute to thedevelopment and improvement of ecological environment protection plan, to promote thepopulation, land resources and socio-economic coordinated development provides supportand has more scientific significance.This article describes a system that relies on the project - " Service-OrientedAgricultural land 3-dimensional GIS Phytoremediation Decision Support System ", theproject is on the three-dimensional GIS platform, the quality of agricultural land evaluation and land degradation monitoring, and make automatic restoration Intelligent DecisionSupport System program ,and is a research on the application about three-dimensional GIS,remote sensing technology, information technology.With the improvement of computer software industry and information technology,geographic information system development is also penetrating deeply. Component-basedGIS for integrating development has become increasingly popular method of development.This article describes a system is based on ArcGIS Engine components and developmenttool in VC + + 6.0 making the second development .On the three-dimensional GIS platformto achieve three main functions: first, mass DOM data, DEM elevation data to load andthree-dimensional display and their storage in spatial databases. Second, remote sensingimage data processing. Third, realization of remote sensing to monitor land degradation.Both mass DOM data, DEM elevation data load into three-dimensional Globe, and in thesame coordinate system three-dimensional display and store in the Geodatabase whichconsists of ArcSDE and Oracle 9i; remote sensing data processing, including generation ofremote sensing data sets, thematic map RGB integration, land degradation index such as thecalculation of vegetation index and moisture index; remote sensing to monitor landdegradation, relying on three-dimensional visual interface, by means of linear spectralmixture model, implementation of land degradation monitoring function. This articledescribes a system of innovation is that putting the computer systems , the theory of remotesensing to monitor land degradation, three-dimensional integrated with GIS andgeographical databases together, thus making the system more intuitive features to reflectthe actual status of land degradation and more practical. The system as a three-dimensionalGIS application and development of agricultural land to explore provide a reference for theother three-dimensional GIS development.This study aims to establish in the system to achieve the three functions, focusedthree-dimensional GIS platform and remote sensing data processing and implementation ofthe theory of remote sensing to monitor land degradation. It describes the background andknowledge and the secondary development of ArcGIS Engine technology. The main workof this paper is as follows:1) first, introduce the research background, current development status of remotesensing technology and the necessity and practical significance of monitor landdegradation.2) Mainly describe the ArcGIS Engine integrated secondary development, and avariety of secondary development of GIS technology are compared, and ESRI's ArcGIS' brief introduction. Study based on three-dimensional GIS ArcGIS Engine platform content,and the development of a variety of development controls and the choice of basic data.3) Introduce the concept of DOM data and DEM data and the coordinate system inthree-dimensional platform of knowledge, and remote sensing data, TM/ ETM? spectralinformation and its use for discussion and analysis.4) Then describe the contents of remote sensing to monitor land degradation,including remote sensing data, thematic maps generated (RGB convergence), remotesensing of land degradation indices, such as plant index and moisture index calculation,land degradation, remote sensing monitoring model - linear spectral mixture model.5) Discuss the design of system and the design of spatial database, given the systemarchitecture design, system processes and the detailed design of each subsystem and theconfiguration and implementation of spatial database which consisting of ArcSDE andOracle 9i.6) Describe the specific implementation of the subsystem, including DOM and DEM3D display, spatial data such as DEM data, DOM data and remote sensing image datastored in the database functions, thematic map functions, the calculation of landdegradation index functions, and remote sensing of land degradation functions.
