With the further development of urbanization, urban construction and management are facing the new requirements and challenges. Using the method of digital and information technology, management and decision support on urban has become the mainstream. Concept of "digital city" also arises at the historic moment. As part of digital city, city three-dimensional geographic information system has become research focus in the field of geographic information system (GIS).This paper, based on the principle of system development, with the demand of "digital city" construction, based on the an example of a experimental area in Shanghai, builds and researchs city three-dimensional geographic information system, introduces the system design and key technology used in the process of implementation. First to design the construction of a system as a whole, sums up the design process, research system’s functional requirements and implementation method, formulate reasonable deployment scheme. And then there is data preparation phase.3D landscape model construction is the foundation of the whole system. This paper from the3D terrain model and3D object model of the building, probes into the construction of3D landscape model method. Model data of the experimental area import production softwares3Dmax, add a map reasonably, making3D structure model i.e. X file. To achieve better display effect in3D scene,3D structure model needs to make. X file into. Xpl2file,and release through the IIS. Making an early processing of image data, digital elevation model like unifying coordinate system and backing projection, adding to the TerraBuilder module of the Skyline software, after editing processing operations, Generating with pyramid structure of3D terrain model. Namely MPT format file, releasing through the TerraGate. And then in the TerraExplorerPro, according to the Release path, loading the3D terrain model. Namely MPT file,3D structure model. Namely xpl2files and2d vector model, Generating3D digital city model of the data set, namely FLY file. Finally, on the basis of3D landscape modeling, using jQuery to layout and interface design, using TerraDeveloper to develop three-dimensional system, calling Rest services to achieve two-dimensional loading and operation with the ArcGIS JavaScript API, thus preliminarily realizing the basic operation, eagle eye, data management, spatial analysis, information query location, and other functions.City three-dimensional scene system uses intuitive3D landscape instead of abstract map symbols, this makes the map beyond the symbolization of geographic information, spatial information level of the traditional and map content is still state, entered into a dynamic, multi-dimensional space-time transformation, interactive maps of the era. At the same time, the three dimensional geographic information system technology is increasingly mature for mass good 3D model platform support.The join of the good model creates good conditions for various spatial analysis. Using good urban3D geographic information system, to digital city management, through the intuitive3D information service,provides strong decision support for the urban planning, construction and operation management, security management, to improve the efficiency of urban operation.
