Alone with the rapid development of the social, economic and technology, the importance of meteorological service is increasing prominently. Using scientific, objective method for benefit evaluation of meteorological service can provide the basis for meteorological department investment, make more targeted meteorological department to improve and perfect the meteorological service, but also help the government and the public have a more comprehensive understanding for meteorological service. Therefore, meteorological service performance evaluation has important theoretical significance and a wide range of applications. However, meteorological service is hard to make sure the attributive and the ultimately benefit depends on many factors. So far, the international is not yet a more effective and scientific meteorological service benefit assessment method.AHM is a new no structure decision-making method which was proposed based on Analytic Hierarchy Process (AHP) by Professor Cheng Qiansheng in 1997. This is the first time to use AHM as applied in the research of the meteorological service benefit. Firstly, The AHM is first used for the assessment of meteorological service product decisions. After establish attribute hierarchical structure of meteorological service products decision, the synthesis weights of two schemes are calculated. The result shows that the FDP product main meteorological services than conventional meteorological service products can better satisfy public demand. Secondly, first puts forward meteorological disaster assessment base on AHM. In establishing the assessment hierarchical structure, based on the rating value and the attribute weight of index, the risk bear ability and control capacity of seven main meteorological disasters in Beijing are sorted and analyzed. Finally, according to public meteorological service survey data in Jiangsu, Anhui and Zhejiang provinces, a public meteorological service satisfaction assessment model is first put forward by combining AHM and fuzzy evaluation method.
