In recent years, along with global warming, extreme weather events such as hail, drought and high temperature, occur frequently, and the enterprises’demand for personalized weather service product is increasing, so the meteorological service has increasingly attracted more attention from the public. But we have no idea about how much benefits the meteorological service produced and how to reasonably and precisely evaluate the meteorological service benefit, they remain to be one of the key problems which are concerned by the meteorological and relevant government department for long term. The intangibility of meteorological service makes it difficult to evaluate the meteorological service benefits. Contingent Valuation Method (CVM), one of the most common methods for evaluating public products and service value, could also be applied to evaluating the meteorological service benefits. Therefore, using the nationwide survey data, this paper attempts to adopt CVM to evaluate the meteorological service benefits. The main content is as follows:The first chapter summarizes this research background, research purposes, research contents and related study technical route, and summarizes the research in this field at home and abroad.The second chapter defines the meteorological service and weather service benefits, introduces related theories and methods for weather service evaluation and compares several common evaluation methods for weather service evaluation.In the third chapter, the characteristics, advantages and its application of CVM are further analyzed. Mainly make a detailed introduction of the CVM theoretical basis, the design principle, data processing steps, main advantages and its application feasibility.The fourth chapter is the empirical research. Use the data collected by Horizon Company in2008and adopt CVM to evaluate the meteorological service benefits for this whole country and24cities in this country. Establish the regression model of willingness to pay and analyze the main influence factors of the people’s willingness to pay for meteorological service. The main conclusions are in the following:(1) there are different influencing factors for people’s willingness to pay in various regions, so it is necessary to make a concrete analysis according to difficult situations.(2) Generally speaking, the age variable is negatively correlated with their willingness to pay and the income variable and the education variable are positively correlated with their willingness to pay.The last chapter is summary and outlook. The meteorological service benefit could be quantified and CVM is a more reasonable method for evaluating the meteorological service. The empirical analysis turns out the WTP for the whole country and24cities and finds that there are different influencing factors for people’s willingness to pay in various cities, so it is necessary to provide targeted meteorological service to specific customer in specific region. Finally, make an outlook on the meteorological service evaluation improvements in CVM application, data analysis, variable selection and results presentation.
