Since the21st century, with the rapid development of economy and growth ofpopulation, the shortage of land has been the main factors that hold back the developmentof Chinese coastal areas. In order to increase agricultural and industrial land, about11coastal provinces, municipalities and autonomous regions in our country are carrying outthe project of Land Reclamation. However, the problems of Marine ecologicalenvironmental destruction are increasing which are accompanied by the Land Reclamation.For example, the reclamation process can cause the decrease of coastal wetland area; thedamage of the coastal natural landscape; the reducing of the shoreline, the degeneration ofecosystems, the decline of biodiversity, seawater eutrophication and the phenomenon ofsand silt, waterway jam, etc.In order to be better protecting the marine ecological environment and reasonablydevelop the ocean economy, this paper firstly introduced the main theories and processesabout the use of sea areas, the right and the Marine Reclamation Land. Secondly, it beganto do domestic case studies about China Land Reclamation. Thirdly, it would study thedifference between China and abroad such as Japan and Holland from different aspectsand learn the developed technology and other useful things from these countries and areasthat have a rich experience about the Land Reclamation, and then puts forward someappropriate suggestions and measures.
