Research And Model Application On Land Development And Utilization Of Reclamation Area Of Tidal Flats Of Shangyu District

Land resources is the base of life and production. Zhejiang province is featured by seventy percent of the land are mountains, ten percent are water and the rest twenty percent are farmland. Commerce-favored ideology has been one of the main factors restricting the social and economic development of Zhejiang province for a long time.Rich tideland resources in Zhejiang province is an important reserve land resources. It’s important to the rapid economic and social sustainable development of Zhejiang province that exiguous in coastal zone development space through scientific and rational development and utilization of tidal flats resources.At present, the tideland construction of Zhejiang province continuously extend both in scale and acreage. But in the overview, the general situation of reclamation district’s development and utilization has a lot of problems, such as rough exploitation mode, unreasonable function orientation and layout, insufficient economical and intensive resources, indifference ecological environment problem for lack of prevision planning which results the waste of resource, low efficiency, ecological environmental damage and so on.Therefore, it’s the crux of improving the efficiency of investment ratio and maximizing economic benefit of comprehensive that develop and utilize the land scientifically and reasonably.Shangyu district is a part of Shaoxing city, and it’s reclamation area is an important part of Shaoxing Binhai Industrial Agglomeration Area. Shangyu district has a long history of tideland reclamation and its exploitation and utilization has obvious characteristics of the times. This paper first collects information about tideland reclamation, land development and utilization from policies & regulations, investigation report and investigation. Based on the information, this paper summarize the constraint condition of the reclamation district land development and utilization. Second, through history data and remote sensing data, this paper analyze the evolution process of land development and utilization about reclamation district land in different stages of economic and social development times of Shangyu district. At last, this paper build structure optimization model about development and utilization of reclamation district land based on safety construction, resources, ecological environment through the single objective linear programming combined with analytic hierarchy process (AHP), Delphi method. The model can provide guidelines of the development and utilization of the reclamation district land in Shangyu district and realize the reasonable configuration of land resources in order to achieve the maximization comprehensive economic benefit.The research methods and results of the mathematical optimization model which realizing maximization comprehensive economic benefit of the development and utilization about the reclamation district can provide reference to the coastal areas. It has some promotion value.
