From what we have discussed above, we should take those factors into further consideration, such as, the concept of sustainable development from people in Heilongjiang province, improve the laws and regulations of the protection of groundwater resources in Heilongjiang province and improve the groundwater rights of Heilongjiang, improve the ecological compensation system of groundwater resources, improve the groundwater resources management system, strengthen the construction of community participation and rely on scientific and technological progress, in order to promote the environmental protection of Heilongjiang province,both of the macro-level and micro-level, only in this way can we adjust and improve the environmental protection of Heilongjiang province.
