The ocean exerts decisive function in adjusting global climatic change andmaintaining the circulation of substance and energy among ocean, atmosphere andland. With the rapid developing of ocean technology in our country, especially of themarine environment monitoring technology, the ocean buoy has been applied moreand more widely as an important technique of modern marine environmentmonitoring system. The main function of calibrating equipment for wave buoy iscalibrating performance index of domestic and overseas buoy. Thus, a set ofcalibrating equipment which is operated simply and can ensure the accuracy ofmeasured data is of great significance for the further developing of ocean technologyin our country.National Marine Standards and Metrology Center built a set of wave buoycalibrating equipment at the end of2000. However, the operational process is verycomplex and electric control section is degrading day by day. Besides, in the useprocedure, the loading and discharging of buoy, adjustment of buoy height andregulation of balance weight require time and effort, which reduce the calibratedefficiency of buoy.First the paper analyzes domestic and overseas state-of-the-art and feature ofsimilar equipment. Then the implementation of machine design and electric controldesign was introduced, including horizontal shift design of buoy, tension roller design,clamping apparatus design, selection of sensor, data processing circuit design andanti-jamming circuit design. At last, the paper utilizes ANSYS simulation software tosimulate the machine design section, providing theory basis for the feasibility.
