“Chinese offshore investigation and assessment”, namely “908”, was approvedand developed by the State Department in September,2003, and was organized andimplemented by the State Oceanic Administration. The marine optics investigation onour Chinese offshore areas, as an important part of “908”, is the first large-scaleprogram conducted in China till now. The expected target is the acquisition ofabsorption property, scattering property and light radiation property of the water inour ocean, through surveying the Inherent Optical Properties (IOPs), Apparent OpticalProperties (AOPs) and environment assistant parameters, and the conclusion of theseasonal and regional distribution characteristics of the our ocean optical properties,which serve as basic data for the foundation of digital ocean informationinfrastructure framework.On account of our first practice for extensive optics investigation, how to sharegeodetic data among different departments, definite measurement range and objects,and how to regulate measurement procedure and method to improve surveying qualityare urgent problems needed to resolve. So the main propose of the item is to establishsystemic and scientific measurement quality control system for the benefit ofdevelopment of marine optics. Therefore, quality control method on the ocean opticinvestigation has been thoroughly studied and analyzed. The content of this thesiscontains as follows:Firstly, the paper introduces the research background, significance of choosingthis topic and the research status at home and abroad, and then explains the principle,method and influencing factors. On this basis, the article analyzes the present situationof marine optics quality control in terms of project determination, implementation andacceptance, according to the character of our ocean optic investigation project. Theentire proceeding under the scheme of controlling quality. Secondly, analyzing thecharacteristics of quality control in every stage of project, the paper illustrates theoverall scheme of quality control system, and points out the principles on which the scheme is designed upon, and several vital procedures. Finally, the article analyzes theeffects, problems in operation and the corresponding solutions through thepre-evaluation of the quality-control implementing effects on “908”, with the methodof analysis and research on specific cases and also brings forward some proposalsconcerned in similar projects.The thesis mainly embodies innovative points in:Applying to quality control theory, tentative research of project quality controlon ocean optic investigation project is presented in this paper. With systematicalanalysis methods used, the paper divides the project into three main stages:determination, implementation and acceptance. Therefore, problems in each stage areanalyzed intensively and corresponding quality control schemes are designed. Thepaper pre-evaluates the practical implementation of quality control effects usingspecific case analysis method and thus provides valuable reference for similarinvestigation projects.
