Land Comprehensive Improvement Project Benefit Evaluation Research

Land resource is the material basis of human survival, is a precondition for sustainabledevelopment of the social economy. In order to ensure that the food problem of food security,the Dynamic Balance of Farmland, the food problem of1.3billion population and hold on18million hectares of arable land red line,correctly handle the people and land issues becomemajor issues facing humanity. Land comprehensive improvement is through the planning anddesign, a series of measures are taken to realize adjustment of land use structure, improveland use efficiency, increase the new cultivated land, improve land quality, ensure high andstable yield of grain, improve rural living production environment, improve residents’ livingstandards. Practice shows that comprehensive land management has achieved great results. Inrecent years, relevant departments of the State also introduced policies such as farmlandprotection, so, Land management to speed up the development process, Land comprehensiveimprovement of benefit evaluation has become the focus of the study, but few research results.Therefore, this article on the basis of existing research on the study of comprehensive benefitevaluation of land in hunan province.Based on consulting a large number of literature and on-the-spot investigation, on thebasis of consulting many times within the industry, a senior expert advice, according to thecharacteristics of the land management in hunan province from the economic, social,landscape and ecological factors four aspects: select the16indicators to evaluate landcomprehensive improvement project benefit, build a set of predominantly quantitativeevaluation index system, and applies the analytic hierarchy process (ahp) to calculate theindex weight. Introduced into grey relational comprehensive evaluation method for themodeling analysis, selected the chang DE city DingChengOu, zhangjiajie, hengyang, leiyangcounty, zhuzhou city ChaLingXian, LengShuiTan, shaoyang DongKouXian six has typicallandform characteristic of the renovation project of hunan province for example, analyzes thesix projects benefit and in this paper, the correlation between the size of ideal project benefitand the sorting, the optimal project selected benefits.Through analysis and research of the project, to evaluate the comprehensiveimprovement of land should be economic and ecological benefits pay equal attention to, andin scientific research to consider social, landscape planning and designing the benefits. Landcomprehensive improvement is one of the concerns the foundation of national economy andpeople’s livelihood, should pay attention to analyze the influence efficiency indicators and quantitative indicators selected as far as possible, make the results more precise. This articleabsorbs the predecessors’ experiences and lessons of land comprehensive improvement ofbenefit for the quantitative analysis, hoping to land in hunan province in the future workprovide theoretical basis for the comprehensive improvement of benefit evaluation.
