In recent years, auction and quotation are mostly used in the state-owned construction land use right transaction. Most of the trading rules use the method of "the highest bidder obtains" which directs result of house price rising and severe irrational distribution of land resource and failure of land market function. On March 8th,2010, the Ministry issued "notice of strengthening the real estate land supply and regulatory issues" which proposed to explore specific methods of land transaction comprehensive evaluation.Methods of quantitative and qualitative analysis combining with theoretical analysis and practical research are applied to this paper. Firstly, this article studies the characteristics of urban land banking and transaction, the theory of comprehensive evaluation as well as the status and problems of urban land transactions. Hall three-dimensional structure as the theoretical guidance, from the whole land storage to land management process, taking characteristics of construction projects and current real estate market integrated environment into account, establishing three-dimensional structural model to guide comprehensive evaluation method of land transaction.Secondly, this article establishes comprehensive evaluation index system of urban land transaction. This thesis considers price, technical program and enterprise qualification and credibility as elements layer, taking their impact factors into account, establishing of comprehensive evaluation index system of land transaction. Considering the opinions of experts and AHP, this article calculates every factor weight of urban land transaction comprehensive evaluation method. Then relevant case is studied to verify the reasonableness.Finally, this article does some related research to spread comprehensive evaluation method. This paper designs point and time of information disclosure. Consider the pre-planning and land management, in-depth competition, and comprehensive evaluation of land use rights online transaction, to improve comprehensive evaluation method. In the end, this article gives the relevant suggestion to create integrated environment for applying comprehensive evaluation method. Results of this study can give some advices to land management for their work.
