The private enterprises, which are important representatives of the non-public sector of the economy, have been highly developed since reforming and opening. According to the All-China Federation of Trade Unions statistics, there are269million enterprise workers among321million workers in China. And there are237million workers in non-public sector of enterprises, which is88.1%of the total enterprise workers. The private enterprise workers have been the main part of workers. Under this background, the development of different kinds of enterprises makes the relationship between labor and capital more complicated and the labor relationship problems more serious. To establish and improve a collective wage consultation system in private enterprises has great realistic significance.In recent years, all of the various levels of trade unions in Chongqing have made lots of work to improve the collective wage consultation system. The number of the collective wage consultation contracts has been increased rapidly. The collective wage consultation system in Chongqing has achieved certain results, such as the appropriate growth of the workers’ wage, the strength of the private enterprises’ attraction and the improvement of the private economy. However, there are still some problems. The author gives some suggestions based on the analysis of those problems. As a trade union worker, the author will combine theory with practice to guide the enterprises to establish and improve the collective wage consultation system. By this way, we can establish harmonious labor relationship in enterprises and guide the private economy to develop healthily.The body of the paper is composed of5parts. Part one is the introduction, which introduces the background and significance of the topic, as well as research methods and pathway. Part two introduces the theoretical analysis and experiences of the collective wage consultation system, which mainly focuses on the theories, experiences and results. Part three is focus on the status of the collective wage consultation system in Chongqing’s private enterprises, which mainly focuses on the structure, the coverage and the results. And it also introduces the successful experiences and methods of Chongqing Yaoyou Company. Part four introduces the major problems and reasons of the collective wage consultation system. The problems are the low coverage of collective contracts in private enterprises, the low quality of the contracts and the distance between the results and the goal. Then it analyses reasons by the angle of the government, trade unions, enterprises and labors. Part five gives some detail suggestions of improving the collective wage consultation system.
