Therefore, the current Anhui province in accordance with the national development needs, and vigorously promote the industry strategic shift, vigorously develop strategic emerging industry, has become the inevitable choice of economic development of Anhui province.From the perspective of the development of strategic emerging industry, it has the strategic, growing, forward-looking, and dynamic characters. From the effect of strategic emerging industry, it has the intensive, friendly, and high-efficient properties. The high efficiency refers to the industrial development with high economic benefits but with efficient use of resources and energy, as well as environmental friendliness and sustainable development. Therefore, great efforts to cultivate and promote the development of strategic emerging industry, has become the transformation of traditional industries, enhance the international competition ability, expanding domestic demand, promoting labor and seize the commanding heights of the economy, solve the problems of resources and environment of the strategic choice of employment in china. Therefore, in this economic policy background, has the important theory significance and the practical significance of research on the competitiveness of Anhui Province emerging industries of strategic importance, not only conducive to strategic emerging enterprises attach importance to the development of strategic emerging industries, to make clear the development direction and key, at the same time, also to our province economic ascent, the early realization of economic transition.In this paper, the theory of comparative advantage, competitive advantage theory, international competitiveness and innovation based on the related theories, to Potter’s "Diamond Model" as the foundation, has carried on the correction and improvement of the evaluation model, constructed a suitable for the evaluation of Anhui strategic emerging industry competitiveness, and with JAC"s new energy automobile of Anhui Province as an example, building evaluation index system, data acquisition, through research, using the Analytic Hierarchy Process (AHP) and Fuzzy Comprehensive Evaluation Method, through empirical attempts to verify the new building in Anhui province strategic emerging industry competitiveness evaluation model and evaluation index system, draws the following conclusions:(1) the elements of the competitiveness of "related with the support of industry competitiveness is weak","resource","environment","innovation" and "enterprise quality" of the four factors of the competitiveness level in general, only the "government support and concern" the factors of competitiveness at high level.(2) evaluation of the overall level of Anhui Province, the new energy automotive competitive results for the general, the industry is still in the initial stage of development, although the government attaches great importance to the positive response, the transfer of state economic development strategy, the strategic emerging industry as the economic strategy has shown the clue, but the competitiveness of new energy automotive industry factors of competitiveness and did not rise to the level of relative with government investment, still need to enterprises to increase efforts to enhance the quality of enterprise.The paper is organized as follows:the first part is the introduction, introduces the content of this article research background, research purpose, research significance, research ideas and methods; the second part is the theoretical basis and literature review, describes the theoretical basis of this paper, reviewed literature classification of strategic emerging industry competitiveness at home and abroad, and comment on Anhui province; the development of strategic emerging industries in the third part, using the SWOT analysis method, analysis of the current Anhui province strategic emerging industry has advantages and disadvantages, and opportunities and challenges face; fourth part is the construction of part of the new model, combining the research objective, to Potter’s "Diamond Model" based on the line, modification and improvement, the new model to construct a suitable for the evaluation of Anhui strategic emerging industry; the fifth part is based on the JAC’s new energy automobile of Anhui Province as an example, the assessment of the competitiveness of the industry, the empirical results and analysis; the sixth part is conclusion and prospect, summary summarizes the research results above, the conclusions of the research, and put forward the development of further research.The innovation of this paper lies in:(1) on the research object, the subject is new, emerging industries of strategic importance of the rise time is short, in started late in China, the research of strategic emerging industry mainly focus on the strategic emerging industry itself and how to develop two aspects, there is little research on Evaluation of strategic emerging industries competitive, especially in the provinces to carry out targeted research, based on the evaluation of Anhui strategic emerging industry competitiveness less.
