Evaluation Study Research On Developing Ability Of The Strategic Emerging Industry In Beijing

After the global financial crisis, some of the major countries of the world are struggling to find a new economic growth point in response to the financial crisis. This countries committed to develop the emerging industries which main features is high-tech and low-carbon. The emerging industries have increasingly become a new driving force to promote economic development. During the same time, China has also put forward the development strategy of the development of strategic emerging industries. The State Council of China launched the "on accelerating the cultivation and development of strategic emerging industries" in 2010. It has defined seven strategic emerging industries. Beijing is an important political, economic, cultural and international exchange center of China. In 2014, Beijing was awarded the national science and technology innovation center, which is a big step of the innovation-driven development strategy to the central government and also the only way to transform the mode of development of Beijing. Beijing has been focus on the development of the strategic emerging industries for many years, such like the new information technology, the bio-pharmaceutical industry, the high-end equipment manufacturing and the new energy vehicles. The thirteen five year plan has already begun, so the development of the strategic emerging industries in Beijing is a problem worthy of study.According to the concept and characteristics of the strategic emerging industry and combining the theory of industry development, this paper sums up the affecting factors of the strategic emerging industries. After that, this paper constructs the evaluation index system of the development ability of strategic emerging industries. This paper takes Beijing strategic emerging industry as the object of empirical study, evaluating industry development from 2009 to 2014 by the entropy method, grey correlation method and TOPSIS method. Then Scatter degree method is used in order to get synthesis score and select the better evaluation method. The resolute shows that the entropy method is more suitable in this paper study and the average annual growth rate is 6.93%. The paper discusses the change trend of Beijing strategic emerging industry development both subjective and objective. According to the evaluation results of the strategic emerging industries in Beijing, I hope to be able to describe the development of Beijing strategic emerging industry.
