With the development of our national economy, the scarcity of high-level talent in the market is getting more and more obvious, the enterprise to recruit talented people is more and more difficult. And intermediary services as headhunting industry can be a good solution to enterprise recruiting senior personnel difficulties, enterprises can effectively improve the speed and quality through headhunting recruitment. Headhunters for enterprises to recommend people to create value for the enterprise, this talent will be warmly welcome enterprises, enterprises are more willing to search for senior personnel through headhunting company. Therefore, the future development trend of headhunting industry and can provide good service value for the enterprise, so to study the industry rationality and necessity of existence, can also provide research industry is currently in the industry management, can also provide guidance and help for industry practitioners.This paper mainly through access to information, on-the-spot investigation, telephone inquiry, data analysis and other methods to obtain first-hand information, through the research on the current situation of domestic and international headhunting company scale. On this basis, a comprehensive analysis was conducted using the SWOT analysis method of headhunting industry and F headhunting company market area, headhunting service process, micro structure analysis and positioning structure, industry, and combined with the theory of scale economy, the theory of value chain, the industrial concentration theory scale strategy of F company strategic management theory, in-depth research. In addition, through the study of the national macroeconomic policy and industrial policy, and its own conditions and characteristics with F company put forward the strategy of large scale for F company development. The following specific suggestions and measures:(1) the strategy of large scale service industry:because F company’s current headhunting service industry mainly in the real estate, manufacturing industry, so in the future further suggestions in such as medicine&medical, financial investment, consumer/retail/hotel, IT/communication/e-commerce service industry is the strategy of large scale.(2) the scale of regional market:Based on priority to Chengdu, Chongqing regional market, efforts to expand Shanghai, Beijing, Guangzhou and other areas of the business, and then further expanded to Shenzhen, Suzhou, Tianjin, Wuhan, Nanjing, Hangzhou and other regions.(3) concentric scale strategy:Based on headhunting industry, development of human resources training (only for HR training, avoid the development effect of headhunting business), human resources management consulting, human resources services.(4) the number of employees the scale strategy:combining the three scale strategy, the corresponding stage expanding their scale, making the development of the number of employees and business matching.The paper puts forward basic principles of scale of implementation of the strategy, organization structure, service standardization system construction, human resources system construction (recruitment, training, performance appraisal, salary and welfare), construction, information system construction of enterprise culture and the gradual control financial risks, relevant suggestions have important practical value for guiding the search company’s actual.
