The Reshearch On The Relationship Betweem Telecommunication Price And Digital Divide

Information and communication technology not only brings the development of the society, but also brings regional development imbalances. Telecommunication price level may have influence on informatization promotion. Based on our country’s31provinces, municipalities and autonomous regions’ informatization level, this research observes these regions’digital divide level. At the same time, through observation and study on the regional telecommunication traffic, we understand the level of our country’s telecommunication price. Finally, by the grey relational analysis on the telecommunication price index and information index, this paper analyzes the degree of relationship between the Chinese telecommunications price and the digital divide.The research uses the method of literature review to summarize the definition of the digital divide and measurement model, and then based on the factor analysis and analytic hierarchy process method to establish the digital divide measure model we use in this research. And according to the data of2007to2011the31provinces to measure the level of the divide level and make a brief analysis.The article also draw on the OECD and other organizations to use telecommunication price level calculation method to measure our country’s31regions’ telecommunication price level with observation from2007to2011. T-basket has been used in many countries to measure telecommunication price level, and gained recognition. In this paper, we use this method and make some corresponding adjustment according to the actual conditions of our country, based on China’s31regions’data to measure the telecommunications price level, and make analysis on our telecommunication price level.There is a certain relationship between the telecommunication price and the digital divide in theory. In this paper, according to the analysis of telecommunication price and the digital divide of31regions in China, by using the grey incidence analysis we research the relationship between telecommunication price and digital divide. And the final conclusion shows that the telecommunication price has different influence on digital divide in different area based on the informatization level.According to the level of telecommunications price, and the relationship between digital divide and telecommunication in our country, we make recommendations on the monitoring of the digital divide and telecommunications charges to provide a reference for the development of relevant policies, also pointed out that economic development play a important role in bridging the digital divide and improving our overall level of social information.
