Human resources is the most important and special economic resources, and thepurpose of human resource development is to improve the quality of workers, so thatthe supply of human resources, economic development and social developmentneeds are consistent to achieve full employment. Employment issues are related topeople’s lives, economic development and social stability in Xinjiang. The number ofhuman resources in Xinjiang is grown from11.1469million in1996to16.3059million in2011.The average annual growth is2.57percent, significantly faster thanthe average annual growth rate of the population. With the working-age populationshowed a rising trend, the potential of employment in Xinjiang is enormous.Additionally, the current industry and employment in Xinjiang are not coordinateddevelopment, so the structural contradictions of employment is still prominent andthe employment situation is grim.Firstly, the paper discusses the main problems of human resource developmentand labor employment in Xinjiang at this stage from the analysis of the humanresources development status and labor employment status. Then using thecombination of qualitative and quantitative analysis methods is to make in-depthstudy of the Xinjiang human resource development and employment effects. Finally,we can get the policy recommendations to increase human resource development andemployment promotion in Xinjiang. Concluded that: The level of human resourcesdevelopment in Xinjiang is closely related to the financial education funds investment,and there is a positive interactive relationship between human resources developmentand employment in Xinjiang. The human resources development in Xinjiang has apositive impact on the changes in the employment of the three major industries, andthe relationship is one-way, the improvement of human resources development levelwill promote the increase of the three major industrial employments. In addition, theimpact of human resource development in Xinjiang has a long-term impact on employment. It is not obvious in the short term, and the employment effect of thetertiary industry generated by the human resource development is greatest. At thesame time, according to the relation between the human resources and employment inXinjiang, the government should increase investment in education, ensure the priorityto the development of education, and improve the quality of workers; achieve theeffective use of the human resources and optimize the allocation of the humanresources. Expanding employment and alleviating unemployment can take fulladvantage of the human resources in Xinjiang; increase government human resourcesdevelopment and strengthening of human resource development and employment infour areas of the macro-control to promote employment.
