Research On The Fusion Development Of "Blue-yellow" Development Strategy Of Regional District Of Shandong Province

Since the1980s, with the acceleration of economic globalization, regionaleconomic integration has become the urgent request of regional economic rapiddevelopment. Since "The Yellow River Delta Efficient Ecological Economic ZoneDevelopment Plan" was approved in January23,2009and the "Shandong PeninsulaBlue Economic Zone Development Plan" was approved in January4,2011, theconstruction of "yellow-blue" economic zone is facing an unprecedented historicalopportunity. Due to the respective geographical basis and the level of development,"The Blue Zone" and " The Yellow Zone" formed two major regional developmentunit, they take the lead of the optimize development and green development inShandong Province. The peninsula blue economic zone is China’s first regionaldevelopment strategy with the theme of marine economy, and it’s an importantmeasure to implement the National Marine strategy. Yellow River Delta economiczone is China’s first regional development strategy for efficient ecological theme, it isimportant to explore innovative and efficient eco-economic development model. Theintegrated development of the two areas is essential for the regional competitivenessand risk-resisting ability, radiation driving force, enhance the capacity for sustainabledevelopment and reshaping regional economic pattern.This paper uses a combination of normative and empirical analysis method,deductive and inductive method and comparative analysis method. The articlediscusses five aspects. The first part is the introduction, mainly elaborated theresearch background, domestic and international research, research contents, methodsand innovations, inadequacies, focus on the analysis of the importance of "blue andyellow" two district integration development, the necessity of "blue and yellow" twodistrict integration development, then it summarizes the domestic and internationaltheoretical research and practice patterns, this part teases out the experience of EU,NAFTA, the Yangtze River Delta and the Pearl River Delta in the development ofregional economic integration, draw on the enlightenment of the integrationdevelopment of the "blue-yellow" district. It is the total up part of the full text. Thesecond part is the theoretical basis. This part summarizes the theoretical basis of theregional economic integration from the regional division of labor theory, regionaleconomic growth and development theories, and geo-economic theory. The third part is the analysis of the basis for the integrated development of the two areas of blue andyellow, divided into good foundation conditions and limiting factor analysis. This partidentifies the good foundation conditions such as superior geographical conditions,traffic conditions, resources complementary, government strongly supports to furtherclarify the feasibility of fusion development. At the same time, this part sums up therestrictive factors of integrated development, such as the current fusion ofconsciousness is not strong, inadequate infrastructure, integration policy gaps,regional market system is not unified and so on. The fourth part is the developmentgoals and implementation path of the integration of "blue-yellow" national directives.This part defines the target and content of integration development, the target isdivided into short, medium and long-term goals. The content focus on regional spatiallayout, industrial layout, resources sharing, infrastructure, ecological construction andenvironmental protection and opening to the outside world. The fifth part is thecountermeasure and suggestions of fusion development of the "blue-yellow" nationalstrategic area. On the basis of the previous analysis, this part proposed construction oftwo integrated development organization and coordination mechanism, enhance theintegration of awareness, improve cooperation policy, to co-ordinate the organizationof major events such proposals.The innovation of the article is that this article references to the theory and thelaw of regional economic integration development, according to the realisticfoundation of the blue area and the yellow area, it constructively puts forward the pathof the integration development of "the blue and yellow". So far there is noquantitative for efficient economic blue Peninsula Economic Zone and Yellow RiverDelta ecological region integration development analysis, and some index data of thetwo regions is difficult to separate, resulting that it is difficult to quantitative analysisof the fusion development. In addition, economic integration, only country (or region)and the country (or region) are typical cases for reference, therefore, attempts to putforward a point of innovative, practical and effective recommendations andcountermeasures have certain difficulty. This will be the direction of the next step inthe research about the development of the fusion of "the blue and yellow" districts.
