At present，the economic development in Shandong Province arefacing many critical issues: the extensive form of economic growth，serious waste of resources，the unbalance of the economic structure，theunreasonable industrial structure and so on. The "Twelfth Five-YearPlan" put forward clearly to change the mode of economic growth, tocarry out the scientific outlook on development, to achieve sound andrapid economic development.The paper use entropy of industry structure, similarity coefficientof industry structure, SSM mothed comprehensive analysis theevolution characteristics of the industry structure in Shandong Provincesince the reform and opening up. Using the principal componentanalysis method find out factors influencing the evolution of industrialstructure in Shandong Province. Finally, put forward the correspondingpolicy recommendations.The main content is organized as follows: The first chapterintroduces the research background, meaning and purpose, researchmethods and the innovation and deficiencies. The second chapterdiscusses research status on the evolution of industrial structure at homeand abroad, and give a brief review of related studies. The third chapterfirstly analyzes the general trend of development and evolution ofindustrial structure in Shandong province from the reform and opening up. which include the three industrial output value structure andemployment structure and the internal of three industries, and comparethem with the national and Guangdong Province. Secondly usingmultiple indexes empirically analysis the process and characteristics ofShandong’s industrial structure evolution since the reform and openingup. The fourth chapter through selected17relevant indicators set up theindex system of influence factors of the industrial structure of ShandongProvince, use the principal component analysis method find out Factorsinfluencing the evolution of industrial structure in Shandong Province.The fifth chapter puts forward relevant policy suggestions. Theadjustment of the primary industry should pay attention to two aspects:one is that the transformation of production mode should be driven byscience and technology, the two is to speed up the development offorestry and agricultural services. The adjust of second industry shouldfocus on changing the extensive growth mode, take a new road toindustrialization; choose dominant industry logically, upgrade oftraditional industries, eliminate backward industries, we should todevelop tertiary industries vigorously, especially the development ofmodern service industry, focus on the development of productive serviceindustry; cultivate strategic emerging industries, reform and integrationtraditional service industry.The main conclusions of this paper: since the reform and opening up, the economy of Shandong Province developed rapidly, the structureof the three industries, the employment structure, the internal structureof three industries are optimized constantly, which basically conformedthe law of the industrialization. The development and change ofconsumer demand, urbanization and foreign trade are the main drivingforce for the evolution of industrial structure. But still faces manycritical problems, the first industrial modernization level is not enough,labor redundancy, low labor productivity, and the development offorestry, modern agricultural service industry are lack of development;the advanced level of the second industry is not enough, the mode ofgrowth is extensive, and caused serious environmental pollution; thirdindustry based on the traditional service industries, is lack of modernservice industry, and have low proportion of output value andemployment.
