With the rapid development of industry,the extensive development mode has caused tremendous pressure to the ecological environment of China. At the same time, not only serious ecological problems such as large energy resources consumption and environmental pollution pose a serious threat to human health,but also the increasingly serious resources and environmental problems are gradually becoming one of the biggest factors restricting the economic development of China. How to solve the contradiction between the environment and the development of economy has become a n important problem needed to be solved immediately in China. Shaanxi is the economical and cultural center in the northwest of China which occupies an important position in the "western development" strategy. As one of the old industrial bases of China, Shaanxi has a strong industrial base and industrial advantages. However, in recent years, serious environmental and energy problems brought by the rise of Shaanxi’s industry have become a seriously hinder to the sustainable development of the local economy.The paper summarizes the theories of sustainable development, ecological civilization and industrial ecology,providing a theoretical support for scientific research of regional ecological industrial level. The paper analyses the index system of evaluation of ecological industry built by predecessors,combing with the specific reality and the purpose of the study,according to the principles of systematic,scientific and availability, the paper chooses energy consumption and recycling levels,pollutant emissions and emission reduction level and environmental protection level to establish the index system, then selects 15 specific indicators. The paper uses principal component analysis as the evaluation method to make a comprehensive evaluation of level of industrial ecology in Shaanxi. Firstly, the paper chooses index data of Shaanxi from 2001 to 2013,obtains the scores of the level of Shaanxi’s industrial ecology in recent 13 years. The score shows that the overall trend of level is up-forward and the development status of Shaanxi’s industrial ecology level is optimistic. Secondly, the paper chooses corresponding data of 11 provinces including Hebei,Liaoning,etc. of 2012 to do space evaluation. The calculation results show that Shaanxi ranks the botto m third place which has a big gap towards the eastern provinces of higher level of industrial ecology. According to the evaluation results,the paper makes a detailed and in-depth analysis of the main reasons restricting Shaanxi’s industrial ecology level: Firstly, the industrial structure is irrational and there’s an imbalance between light and heavy industry. Secondly, coal consumption ratio is too large in the structure of energy consumption. Thirdly, the technology is backward and cleaner production is not implemented comprehensively. Last but not least,pollutant emissions are not strictly and effectively controlled. According to these reasons,the paper puts forward some countermeasures and suggestions in the end: Improving the construction of related law and policy system of industrial ecology; Promoting the strategic adjustment of industrial structure; Accelerating the development of cleaner production in enterprises; Further promoting energy saving and emission reduction; promoting the development of industrial agglomeration and actively building high level of industrial parks and industrial bases.This paper makes a comprehensive evaluation on the level of industrial ecology in Shaanxi, finds out the main reasons of restricting its development, then puts forward some countermeasures and suggestions, looking forward to provide scientific basis for government departments formulating policies of industrial development and environmental protection as well as certain reference for other provinces’ ecological industry construction.
