The steel industry is an important basic industry in the national economy,while iron ore is the most important raw materials in the steel industry.Although Chinese iron ore has large reserves, it also has many problems like lower grade,scattered distribution and high mining and dressing cost,leading to the state which demand exceeds supply. Since2000, the demand of iron ore in China increases greatly with the rapid economic development.the self-produced iron ore cannot meet the large demand,so the steel enterprises have to import large number of iron ore.In this way, the number of imported iron ore in China also shows increasing trend year by year, the external dependence speed of the imported iron ore has been increasing.Dalian Port Ore Terminal is located in the southern tip of Dagushan Peninsula, it is a natural deep-water harbor, mainly providing service to unload imported iron ore for the steel enterprises in Northeast China, who import large number of iron ore from Dalian Port every year. Although the throughput of Dalian Port imported iron ore has grown rapidly, it has not yet formed a relatively complete iron ore logistics system, coupled with the lack of overall logistics planning among those steel enterprises, low concertedness, single mode of logistics and imperfect supporting between port loading and unloading collection and distribution system, leading to serious phenomena that the iron ore ships are always kept in anchorage area for a long time.It affects the productional and operational efficiency of both port and enterprises, and also adds unnecessary logistics costs.In this paper, the writer made the port as the starting point, designed a model for optimizing the cost of the iron-ore logistics system from the perspective of overall optimization under the premise of considering the multi-shakeholder, and then raised some measures for minimizing the cost based on the port’s situation.
