With the rapid development of Daqing economy, the demand of electricity in oilcompanies are growing. Daqing City is a typical resource-based city, and production of the oilaffects economic benefits directly. In order to solve the problem of oilfield enterprises’ largedemand of electricity, we decide to expend the oilfield thermal power plant, and then it canmeet the oil production of electricity demand.In the process of expansion project of oil fieldthermal power plant, project management thoughts is used to control the project progress.That thought will help to improve the efficiency of the project management,guaranteeexpansion project to work as expected progress,and then to meet the increased demand ofelectricity in oilfield enterprise.In this paper, based on the research status of engineering project schedule managementboth at home and abroad, the author describes the concept, principles and common method ofschedule management, which can provide the basis for the further study. It analyzes themanagement status and factors in the project of Daqing oilfield thermal power plantexpansion project. The paper builds the evaluation index system of the project schedulemanagement in evaluation index selection principle, from the power system, fuel supply, siteconditions, environmental protection, labor safety, occupational health, that follows theschedule management principles of evaluation index selection. Analytic Hierarchy Process isused to determine the weight of each index in the evaluation index system and FuzzyComprehensive Evaluation method was used to evaluate the plan, implementation andcontrol of the expansion of the Daqing oilfield thermal power plant. According to theevaluation result of planning, implementation and control of project schedule, the paperproposes a specific management strategy from the three aspects, combined with the concretesituation on the implementation. Under the condition of completion with high quality, thestrategies ensure that the project can be completed according to normal program and improvethe project approval rate. it provides a guidance for the project management of electric power enterprise in theory.
