The third-phase expansion project of Shiheng power plant is one of the key projects in Shandong Province according to the fifteenth power development planning. First, this paper introduces the status andexisting problems of power grids in Feicheng western region, Jinan and Taian, clarifying the necessity of building the third-phase project in the Shiheng power plant. Then, it adoptes the method of the guidance of the theory and case studying, and has an establishment of comprehensive benefits theoretical evaluation system referencing to the related theory, and based on Entropy and fuzzy comprehensive evaluation builds an model to evaluate the social benefits environmental benefits and economic benefits of the project. The overall efficiency of the project is demonstrated.
