Gangue is one of industry solid castoff be discharged and piled most, and its harms to environment are very great. If gangue is utilized adequately, castoff will be changed into preciousness, and harms will be changed into benefits. With exploitation of resources, production consumption and social consumption, resources will be reduced, so developing circular economy is required. Constructing thermal power plant utilizing gangue is one of effective approaches to developing circular economy and utilizing gangue comprehensively.Combining necessity of construction project of gangue thermal power plant to sustainable development of mine area, and utilizing gangue, low calorific value coal and drainage of mine, panxi gangue thermal power plant based on circular economy is designed in this paper. Development mode of circular economy is embodied and specific requirements of developing circular economy are met in the design of this thermal power plant. Gangue thermal power plant utilizing gangue and low calorific coal to generate power and comprehensive utilization of ash and slag are discussed adopting technical and economic method, and energy consumption, water source, environment pollution and economic benefit are evaluated.
