IT capability begins with the study of IT investment and enterprise competitive advantage related research, mainly for evaluating the commercial value of the IT investment, along with the further research, the introduction of the concept of resource base, make a new research field about IT the commercial value of the investment evaluation research, that is IT ability and enterprise performance research. From IT ability and enterprise performance related research to IT ability to enterprise performance influence mechanism research, academia and enterprises are trying to explore its internal mechanism, to improve enterprise IT ability, then improve the enterprise performance. In many of the mechanism research, scholars exploratory into intervening variable, construct a conceptual model to solve IT capacity, enterprise performance’mechanism, but most of the models are not mature enough.In this paper, the process of IT capacity theory and literature, found that Mithas.et al(2011) in the IT-related capabilities and enterprise performance impact mechanism to the Baldrige Performance Excellence model based on the proposed conceptual model to explain betweenintrinsic mechanisms, performance excellence model mature in the field of business management has a strong role in guiding practical application, therefore, the model has a good explain in the mechanism for IT Competency and Performance. In this paper, combing the excellent performance evaluation model for Chinese enterprises, the level of human resource management is an important factor in business performance and IT capability.IT in the HRM, make the complex human resources management become easy, reduce labor costs for businesses to invest in human resources, improve the work efficiency of the employees at the same time, the application of information technology, significantly improves the accuracy of the work and HRM information quality. Therefore, this paper build IT capacity, the HRM level and business performance’relations among the three proposed measure. After the survey, using the statistical analysis tools such as SPSS, AMOS analysis, to make out the following conclusions: IT capabilities have a significant positive impact on the enhancement of HRM level (HRM efficiency, HRM, information quality);IT capabilities have a significant positive impact on the performance of the enterprise;The HRM level has a significant positive impact on enterprises performance;The HRM level has played the part of the intermediary role between IT Competency and Performance.
