Excellent Performance Evaluation Model In The Product Quality Inspection Institutions To Research And Application

With the rapid development of economic globalization, international competition is becoming increasingly fierce. To help the organization to improve quality, enhance competitiveness and better meet the customers' needs and expectations, countries around the world are actively setting up quality awards. China also began to implement the Evaluation Criterion on Excellent Performance as of Januaryl, 2005.By referring to the successful implementation of excellent performance mode in enterprises and studying the application of excellent performance evaluation system in quality checking organs of China, this paper is aimed at exploring the approaches and measures taken by quality checking organization in enhancing internal quality level and responding to international competition.Institution A is a quality checking organ with good quality management system. However, in recent years, it meets severe challenges and urgently needs improving its quality management when facing increasing impacts from overseas quality checking organs. So, studying and implementing excellent performance evaluation system in Institute A has universal reference value. Based on the quality management practice of Institute A in recent years and the implementation of Excellent Performance Evaluation Rules in Institute A, this paper makes SWOT analysis of Institute A's "11^th Five-Year Plan, raises performance analysis standard and conducts comprehensive review of the organization. The innovative part of this part lies in that it applies the Excellent Performance Mode to a public institute of profitable nature and there is no precedent within and outside China. This article has made in-depth discussions on human resource management such as talents recruitment, training, evaluation and incentive etc. Also detailed study is made on customers breakdown, customers relationship and customers satisfaction. The works above substantially make up the weakness of public institute in quality management, which will help the quality checking organs to enhance its competitiveness while participating in market competition.
