Urban land supply is an important means of government macro-control for national economy, is the important way to configure land resource reasonably, promote the intensive land use and realize the sustainable supply of city land resources.With30years of reform and opening and the remarkable rates of urbanization and industrialization, which resulted in high demands for urban land resources, the phenomenon of the non-agricultural development of agricultural land in urban fringe is increasing sharply. Consequently many problems have appeared in relation to the processes of the urban land supply policy such as the occupation of large fertile cultivated land by construction because of the blind and out-of-order expansion of the urban land scale, the low efficiency of land use on account of a great amount of lay aside land resource, too much government intervention in the land market monopolized by the country. Therefore, the performance evaluation on the urban land supply policy would be conducted to overcome the defect in the process of policy implementation, help the department of land management improve the policy to arrange land resources more rationally and effectively in order to improve the rate of utilization of land and achieve scientific management for land supply. This article applied the performance evaluation index systems to carry out a comprehensive evaluation and brief analysis according to the urban land supply status data(2007-2011) of developed urban economic circle in Chongqing from the perspective of urban land supply and arrangement, urban land supply execution and urban land supply efficiency, then the basis of the evaluation result put forward the proposal for optimizing the land supply policy of developed urban economy in Chongqing. The main research methods and conclusions of this paper are as follows:(1) The15evaluation factor, which were proportion of industrial land, proportion of openly sold land, per area GDP, etc., has been selected aimed at the rationality of supply configuration, land supply execution and land supply efficiency.(2)The paper has used factor analysis method to determine the weight, first of all, it confirmed whether the standardized treatment data has met the precondition of factor analysis or not. It has verified the significance level and calculated each weight in every influence factor.(3) Land supply in Developed Urban Economic Circle in Chongqing are mainly Allocated land-use right and granted land-use right which manifest a denotative increase of land supply. Land supply mainly concentrated in the north and west. The total supply of land for construction in Developed Urban Economic Circle has increased from776.72hm2(2007) to5317.90hm2(2011), annual average by2625.73hm2. In location sight,69.15%of the supplied land centrally located in Yubei District, Shapinba District, Beibei District and Jiangbei District. In recent years, the construction in the north and west of the central city were active, the city has expanded to the north and west, so the Northern New Area, Liangjiang New Area and the Universities Town have been built.(4) Although the9areas are all located in Developed Urban Economic Ci rcle, the performance of land supply has a significant difference. The highest sco ring of performance evaluation on land supply policy is Jiangbei District, and th e lowest one is Banan District. Jiangbei District and Nanan District are located i n the Chongqing Developed Urban Economic Circle core region, the economy bas is is good. Yubei District is the development region of Chongqing Developed Ur ban Economic Circle, it has a obvious superiority to carry on the shift of indust ry in the core region and advantage in transportation. In2010, Liangjiang New Area has settled down in Yubei, Jiangbei, Beibei which three areas has improve d a lot. Yuzhong district is located in the urban area, but because of the narrow area, Urban land supply is low in the ranking because of the stock land supply, the lo west three districts Banan, Dadu and Shapingba are located in the edge of developed urb an economic circle in Chongqing, which have worse economic basis and regional advan tages. The Effect of land supply policy implementation showed that the rationality of ur ban land allocation is ordinary; Urban land supply has an effective execution; the way s and means reform of urban land supply has brought enormous economic benefits and t he social benefits of urban land supply needs to be further improved.(5) The paper has proposed5suggestion to promote the land supply quality, which respectively are to promote optimization and upgrading of industrial structure and realize the rationalization for the structure; to mine the land potential and control the supply; to formulate and perfect the system of urban land supply plan as soon as possible with the guide of urban land planning and general land use planning; to continue to reform the land supply market, perfect the relevant laws and regulations system; to introduce3S technology, make the land supply and management scientific and informational. |
