In recent years, with the accelerating process of urbanization and industrialization, land is moreimportant requirement for city. Moreover, land as the foundation of the other resources is very importantfor the development of the city. The ways of urban land supply consist of administrative transfer,agreement transfer, bidding, auction, and listing. In this paper, on the premise of urban land supply, withthe reformation of land market become maturity and perfection. Especially, management of urban landsupply has entered into stages that land resources and market allocation typically at a market price as thecore, the market trading rules of land of bidding and auction and quotation have been established graduallyon a national scale. Nevertheless, as the one of western cities, Urumqi has finished a small amount of landauction from the1990s. So far, land use rights, land of bidding and auction and quotation have took to theroad of institutionalization, standardization and routinization in Urumqi. The number of the ways increasedrapidly of bid inviting remises, auction sale and listing remise and the land market has become more andmore active in2002years later.This paper take Urumqi as an example for the study case, based on effect of land structure allocation,effect of land economics and effect of Land fair allocation, the evaluation index system of valuatingperformance of urban land supply has been build by choosing19evaluation indexes in Urumqi, based onentropy method and comprehensive index method, performance evaluation of urban land supply allocationhas been quantitative evaluated and analyzed in the city of Urumqi from2006to2010, judge the rationalityand validity of land supply and make a comprehensive performance evaluation for the urban land supply.Meanwhile,some countermeasures and suggestion of land supply was proposed by referring to relevantexperience at home and abroad, these viewpoints taking actions that suit local circumstances andappropriate for the land supply of Urumqi, contribute to further standardize the urban land supply andrealize the reasonable scale of urban land and the economic and social sustainable development.The research results prove that land supply allocation has improved significantly in2006-2010, nomatter what economic aspect, or in terms of land structural allocation and the land fair have put forward todevelop in the direction of sustainable supply, this situation match with the rest of the country in theachievement of land supply. Among them, structural allocation is quite reasonable, according to the overallindicators of land quantity allocation and land space allocation effect showed a trend of increasing year byyear,in addition, the increase amplitude is larger, this illustrate that city denotation was expanding for thecity of Urumqi. Because of affected by district factor and other irresistible influence, economic benefits arelow, show the lower case in economic indicators. The growth of regional per capita GDP, the growth of percapita GDP, rate of attracting foreign investment and the increase of gross industrial output value have amodest growth every year, however, the increase gently, particularly, these indexes respectively lower in2009, the economic effect evaluation has been affected finally. Although fair allocation has arrivedreasonable basically, it is inferior to the highest score of economic allocation, it is obviously that efficiencypriority would be lose of fair. In general, it is basically reasonable. Especially the Engel’s coefficient, percapita living space, per capita public green areas have reached the national standard basically, per capitaarea of transportation has improved certainly.
