Information resource is the basic resource of enterprises progress and development in today’s information-knowledge society. At present, enterprises are facing a high and new technology industrial base and support for the new economic era. This requires business management based on the talent and intelligence as the inner core, with information technology as a key driver in order to effectively support innovation system in order to adapt to this new economic development era. Compared with the traditional enterprise management, the new development trend of enterprise management has many new features, in which the rapid attention to information collection, arrangement and exploitation are the salient features of enterprise management. With the rapid development of information technology and the wide popularity of the Internet, whether to attach importance to the utilization of information, especially the human resources information which is a key factor affecting the development of enterprises. Owning good human resources information and put it into the planning, that can be able to provide the best support for the rapid development of enterprises. In an increasingly competitive business management today, Whether can develop and make good use of information resources or not, especially human information resources, has become the measure of competitiveness in the nation and may extended to benchmark level in the world..On the basis of the value realization, the factors and sections of enterprise human resources information establish a good relationship, This research focuses on theory of the human resource value chain, electronic Human Resource, starting from introducing the value, meaning of human resources information and based on the practice of management for the utilization of enterprise human resources information, Through the illustration of the use of awareness, use patterns, information management on three aspects and analyze current enterprise situation, Summary the restrictive factors that causes of value realization on the value subject, value orientation, information construction. Explore the causes of constraints which the use of human resources information awareness issues, misunderstandings, human resources information complexity and utilization of human resources information utilization costs. Further discussed the necessity of information and its utilization in enterprises human resources management, this thesis raises four countermeasures to value realization for utilization of enterprise human resources information. They are as follows:improve the guarantee mechanism of enterprise information resource utilization, the realization of information utilization value based on human resource value chain management, enterprise human resources management informationization construction, structuring the reasonable and ideal HRMIS.The paper shows us the empirical study of two different typical enterprises research on the methods and types for enterprises human resource management. Further on the choice of HRMIS for SWOT analysis, and provide empirical support for countermeasures to realize, which is beneficial to enrich the research on utilization of enterprise human resources information.Finally, the paper carried out the corresponding summary and outlook, illustrate the limitations of present study, pointed out the direction of further research.
