Since the ninety’s of the last century, HR outsourcing has been widely used in the business practices of the developed countries, and is considered to improve the enterprise human resources management efficiency, an effective way to promote the transformation of human resources management by the transaction type functional management to strategic management.Domestic HR outsourcing services market due to the late start, rapid development, service practices lack of theoretical guidance, there is a big gap between the level of service and business needs of human resources outsourcing provider, the prospect of HR outsourcing services market in China has attracted many international well-known HR services enterprise strong stationed within the industry, competition is more and more intense.CIIC is a leading company in this field, Changes in market conditions and increased competition in the industry, the challenge for the future development of CIIC, the competitive strategy has become increasingly important.In this paper the strategy on the basis of theoretical analysis, through practical investigation, and by using the PEST analysis tool, Potter five-force model method to the company’s external environment and internal resources and ability are analyzed, evaluation, summed up the CIIC stage opportunities, threats, strengths and weaknesses.On the basis of the above analysis, using SWOT model, IE matrix and QSPM matrix strategy choice and evaluation tools to analyze and evaluate the corporate growth opportunity, threat, strengths and weaknesses, The final set of CIIC competitive strategy is to market penetration strategy and horizontal integration strategy, product development strategy as a supplement. Proposed CⅡC competitive strategy implementation measures are extended service network, increase the market to extend strength, speed up the service product development and innovation, reshaping the business mode, pay attention to personnel training and management and so on.
