The transformational development is a hot issue. The foreigner has started to research on the transformation of the city earlier and here are some experience and lessons for reference. Not only the academic circles take the city transformation development as a research emphasis, many cities will also take it as the ongoing or the next key work So one can see, the city transformation is a important thing to us. Our country is in a period that the economic and social transition is in progress, although the development level of coastal cities is better on the whole, but the gap between the coastal cities is increasing. And the development strategy for China has shifted unbalanced development to the equilibrium development gradually. While the city transformation not only is an important means for achieving the economic and social transformation in China, is also one important means to narrow the gap, even an important way to realize common development at the present stage. Around the transformation of the city and starting from the underdeveloped coastal city, the researches promotes the transformation of our city, and have certain significance on improving China’s transition theory and guiding China’s underdeveloped coastal city transformation.This research tries to answer the following questions:1) what city belongs to underdeveloped coastal city, what characteristics they have?2) What are the factors affecting the coastal city in less developed?3) The of underdeveloped coastal city transformation is how? What are the transformation modes?The paper starts from the definition of the underdeveloped coastal city, further summarizes the influencing factors about the underdevelopment of coastal city, and analyzes the Motive Force of Transition. Select the GDP per person, per capita disposable income, employment rate to construct a system measuring coastal city development degree, is obtained that the26city including Beihai, Shanwei are coastal underdeveloped city. There are three dynamic mechanisms of the transformation of underdeveloped coastal city and obtained of different kinds of the underdeveloped coastal cities.
