Theory And Practice Of Regional Economic Transformation

The research is carried out around an issue--the regional economic transition, itconsiders that the issue which mentioned above can be put forward and studied fromdifferent aspects. Therefore, this research defines a relatively broad connotation ofregional economic transition, in order to explore the different issues in all regions ofLiaoning province.The research takes Shenyang the biggest old industrial base city of China，andPanjin the most typical example of resources-exhausted city as examples.The dissertation mainly focuses on the transition of industrial structure inShenyang as case, and finds the industrial structure presenting a trend of the serviceeconomy gradually occupying the leading position. The paper analyzes the changes ofindustrial structure and employment structure for the past few years, proposes that itis necessary to pay attention to the trend of manufacturing industry being replaced byservice industry in employment and industrial development according to the data offixed-asset projects. The analysis of factors’ function, such as nationalmacroeconomic background, city’s own condition, investment factors and theindustrial structure transition factors, in the transition of old industrial base city is thekey.The dissertation mainly focuses on the transition of development mode inPanjin as case. It considers that as a coastal resource-exhausted city, the industrialstructure must be transformed from the "natural resource-dependent" to "marineeconomy", from the pure "industrial development" to the "new strategy forindustrialization "which gives attention to both people’s livelihood andenvironmental ecological benefits. This paper elaborates the conditions and factorsof Panjin development mode transition from several aspects, as a traditionalindustrial city, such as the precious value of ecological environment, the lesson ofignoring employment problem, the background of practicing scientific developmentconcept and the development opportunities brought to the city by marine economy.This paper puts forward the strategy of Panjin economy transition and spacedistributions based on the above-mentioned analysis.The basic conclusion of the paper as follows: first, the economic transformationis normal in economic development, and economic development is alwaysaccompanied by economic transformation; second, in differentplaces,industrialization process and post-industrialization process have differentperformance; third, as the most typical city of the old industrial base, Shenyangcontinues to be responsible for the function of the national traditional equipmentmanufacturing base, and with the development of the service industry, receivessurplus labor from manufacturing enterprises on a large scale. In the two areas, Shenyang has done very successful. Forth, Most of new city and new district arevirtual space and idle space in nationwide, due to the investment and speculativedemand in real estate industry. In this regard, shenbei New-Developing-Zone takeanother way of development, that parallel development of new type ofindustrialization, eco-environment construction and real estate industry. At last, inrecent years, Panjin develop marine economy, use of marine resources to developsubstituted industry, and now Panjin is translating from a typical city ofresources-exhausted into one of the first out of the development dilemma cites.
