| With rapid city sprawl in China, former manufacturing factories are forced to move out from the urban area to release precious land resouces for redevelopment. Those high-energy-consuming, high-pollution-generating industrial factories had been operating without environmental protection measures for many years. Thus, the abandoned sites have potential soil and groundwater contamination and pose risk for the surrounding residents and the environment. Moreover, many of these sites are located in commercial centers and thus high-stand redevelopment is expected. Contamination in these areas, if left without appropriate remediation, would greatly interference with the process of redevelopment. Risk assessment and soil and groundwater remediation is now the main environment issue of our government.While Chinese remediation industry started late and the industrial chain is still relatively weak, the rapid growth and a huge market potential have attracted a large number of domestic and international enterprises to step in. Remediation company A, part of the environmental bussiness segment of the Beijing Construction Engineering Group, is a state-owned holding professional remediation enterprise. A’s core business covers soil, water and ecologic remediation, whose service spans from technical consultation, remedial design, implementation to post-remediation construction and operation. A has successfully implemented the first soil remediation project in China, i.e. Beijing No.3Chemical Factory soil remediation project. In recent years, the company has been actively involved in collabration with the relevant government agencies to promote the standardization of the industry, professional development, and has been involved in a number of guidelines and specifications preparations. However, many problems emerged with the company’s rapid growth, such as shortage of talents, lack of business model, urgent demand on increased terminal treatment capacity. In order to seize the national opportunity of the development, and maitain a leading position in this industry, it is imperative to develop a proper development strategy suitable for the company.This article analyzed the situation of the company A based on the strategic management theory and analytical method, and evaluated the external opportunities and challenges, as well as the internal advantages and disadvantages of the company. The article also applied the EFE&IFE matrix to assess the internal and external environmental factors and analyze the development prospect and competitiveness both qualitatively and quantitatively. The SWOT method and QSPM matrix quantitative method were applied to determine the overall objectives, overall strategy, competitive strategy and functional strategies of the company to guide the development. Furthermore, the article investigated into the implementation and management of the strategies, in order to provide a reference for the other remediation enterprise of the silimar type. |
