development,and enhance the country’s strength in all aspects.Especially as the "war for talents" continues to intensify,in today’s world,every country,as small as every region,is fiercely competing for human resources.Therefore,how to do a good job in the development of talents and to bring in,gather and use talents is a major test that governments at all levels must face.In recent years,my country has persisted in planning the deployment of talent development as an important national strategy.It has continuously explored and innovated in the introduction,training,use,and management of talents,and has established and improved a set that is in line with my country’s economic and social system and can meet the needs of national development.In particular,at the Central Talent Work Conference held in September 2021,the central government proposed to implement the strategy of strengthening the country with talents in the new era,cultivate,introduce and make good use of talents in an all-round way,and accelerate the construction of the world’s important talent centers and innovation highlands.,Provide talent support for the basic realization of socialist modernization in 2035,and lay a good talent foundation for building a powerful modern socialist country in an all-round way by2050.Sichuan Province is also actively following up the central government’s deployment,in accordance with unified arrangements,closely focusing on the actual situation in Sichuan,and intensifying the development of talents by formulating talent development plans,implementing key talent strategies,and issuing effective talent policies.In this context,the Gaoping District Government of Nanchong City actively responded to the call of the state and the province,and proposed to vigorously implement the strategy of "talent development".The district has promoted the implementation of the "Talent Rejuvenation Strategy",etc.,attracting and training a large number of outstanding talents to participate in the local economic and social construction,further enhancing its own regional competitiveness,expanding its own urban radiation,and contributing to the future development of Gaoping District A solid foundation was laid.Based on the current situation of the implementation of the talent strategy of the Gaoping District Government of Nanchong City,this paper starts from the perspective of public management,draws on relevant research results at home and abroad,and combines theoretical knowledge such as human capital theory,public sector human resource strategic management,and talent flow theory.Adopt survey research method,SWOT-QSPM model analysis method,analytic hierarchy process and other methods,through interviews,investigation and analysis of implementation effectiveness and the internal and external environment of the implementation of the talent strategy in Gaoping District,Nanchong City,summarized and analyzed the talent strategy of the Gaoping District Government of Nanchong City In the implementation,there are problems such as the implementation of the strategy did not meet the expected goals,the lack of publicity of the talent strategy,the difficulty of introducing high-level talents,the low participation of relevant subjects of the talent development platform,and the slow implementation of supporting policies and measures for the talent strategy,as well as Gaoping,Nanchong.The current talent strategy type of the district government does not match the actual development,the determined strategic goals are not forward-looking,the promotion channels for the strategy implementation are relatively single,the talent introduction supporting policies are not competitive,and the entities involved in the implementation of the talent strategy have not formed a joint force,etc.,causing problems.The reason,and through the construction and application of the SWOT-QSPM model,the analysis has found that the joint talent strategy,the elite talent strategy,and the brand talent strategy are the appropriate types of talent strategy choices for the Gaoping District Government of Nanchong City.The countermeasures and suggestions for the implementation of the talent strategy of the Ping District Government will help the Gaoping District Government of Nanchong City to better develop talent resources,and provide references for the development of talents in the same type of area,and also hope to provide certain ideas and methods for related researchers. |
