At present, the ongoing industrial relocation of the southeast coastal areas has provided great opportunities for the western provinces to undertake the eastern industrial transfer. But in the process of the industrial transfer, the central and western regions are lack of reasonable industrial layout and overall positioning, resulting in disorderly competition between the provinces. It makes it difficult to form industry characteristics and regional division, and also makes it not obvious for the central and western regions to attract industrial transfer. Gansu province should seize the great opportunity that the domestic and foreign industries accelerate the transfer to the central and western regions, give full play to the comparative advantage in location, resources and energy security, land and labor supply, the market potential of Gansu Province, and increase investment and undertaking industrial transfer, promote rapid industrial transformation.This expounded the related concept of economics at first, including the transfer of industries, industrial gradient, industrial undertaking force.And it introduced the relatively mature theory about undertaking industrial transfer at present. Then on the basis of analysis on the evolution of the industrial structure and employment structure in Gansu Province and the basic characteristics of the industrial structure of Gansu Province, it considered from industry of the transferor and the recipient, selected the relevant indicators, used factor analysis method, analyzed Gansu province’s industry reception, obtained the Gansu Province industrial undertaking stress scores and changes, and made a detailed analysis about Gansu province’s industry reception from the index level. At last, according to the conclusion of the theoretical analysis and empirical study, it put forward to take the industrial park as the carrier and put technological progress as the driving force in the process of the industrial transfer. This is a promotion strategy of Gansu province industry reception, including promote responsibility system in the process of undertaking projects, build a system for the whole society to participate in undertaking the transfer of industry, speed up the construction of technology and innovation system,set up supervision appraisal system to undertake the project, and promote the construction of carrier.
