Non-state-owned enterprises are the mainly promotional organizations of absorbing agriculturalsurplus labor-force in our country and realizing the industrialization, urbanization andmodernization in our rural areas, which made a significant contribution to our economic andsocial development in the thirty years’ growing process of the reform and opening up, but nowthey are faced with the national problem of “shortage of migrant workers”, and the essential causeof this problem is the low salary profit mode taken by our non-state-owned enterprises to migrantworkers. So this article attempts to change the original salary management method, advocate theenterprises to set up the “people-oriented” concept, and use the total incentive function of thecompensation to build the new model between the salary management of non-state-ownedenterprises and the absorption of the agricultural surplus labor-force, with the purpose ofmaximally arousing the enthusiasm and improving the productivity of the migrant workers, so asto increase the profit of the enterprises, which enables the enterprises to accumulate capital toabsorb more surplus labor-force to the enterprises, alleviate the problem of “difficulty hiring,difficulty starting” faced by the non-state-owned enterprises, and realize the win-win between thenon-state-owned enterprises and the migrant workers until our agricultural surplus labor-forcerealize the transfer totally and thoroughly. In addition, this article made quantitative analysis onthe importance of all impact factors about salary management by the method of questionnaire andSPSS regression analysis, and obtained the qualitative conclusions according to the results: thehigher wages, the better insurance and welfare, the more development opportunities, and thebetter work environment and condition provided by the enterprises, the stronger attraction and themore satisfaction are to workers, which could improve the productivity so as to increase theprofit of the enterprises and promote the enterprises to absorb more agricultural labor-force,realizing the win-win between the non-state-owned enterprises and the migrant workers. In themeanwhile, the convert from “original management” to “humanistic management” could improvethe relationship between the labor and the capital from the conflict of classes to the coordinationof management, and promote the sustainable development of the non-state-owned enterprises andthe transfer of our agricultural surplus labor-force in the rural areas, finally speeding our process of the industrialization, urbanization and modernization.
