| In Report of the Seventeenth Party Congress, Hu Jintao proposes the strategic idea of the increasing capacity for independent innovation and the construction of innovation-oriented country precisely, setting forth requirements for building ability of independent innovation of China. Essentially a R & D highland is a R & D platform. The construction of R & D highland is not conducive to change the existing variety of innovative management system, in order to achieve system innovation, effective flow of resources to achieve scientific and technological innovation, the aggregation of elements conducive to innovation and quality. The purpose of enhancing the capability of independent innovation can be achieved through creating all kinds of conditions for independent innovation.Through "Long-term Scientific and Technological Development (2006-2020) ", "long-term science and technology of Fujian Province Development Plan", "Fujian Province Science and Technology development in the Tenth Five-Year Plan" and the "Fujian Province Science and Technology Innovation Platform Construction Plan for 2008-2010", Deployment about the construction of regional innovation system and technological innovation platform is proposed. However, both the input of platform and the platform mechanism innovation, or have a significant impact on R & D center construction, there is a large gap comparing with Guangdong, Zhejiang and other coastal provinces, but also the R & D supporting is difficult to meet the needs from Fujian Province speeding up the construction of Western Taiwan Straits Economic Zone.This study is involved in the research "Fujian'Twelfth Five-Plan'Science and Technology Development Planning Strategy Research Project". Basing on the research issue, this study is done. The following methods are mainly used, literature study, empirical research, comprehensive evaluation, qualitative and quantitative analysis, the department interview Methods, questionnaire and other ones. First, basing on innovative national vision the demand of R & D highland in Western Taiwan Straits Economic Zone is analysed. A analysis of the relation between regional innovation system, technology innovation platform and R & D highland is propelled further. Later, the demands of building the R & D highlands in Western Taiwan Straits Economic Zone to enhance independent innovation capabilities are raised. Secondly, the status of R & D platform in Fujian the main Western Taiwan Straits Economic Zone is analyzed, from the standpoint of Fujian base and evaluation. Finally, basing on focusing on the foundation of Fujian R & D highlands construction and the existing problems, fully considering the gap between the needs and reality at same time, the author proposed the train of thought and priorities of Fujian R & D highlands construction. At last the corresponding countermeasures are presented.The results show that:(1)The state of division of their territory according to the levels, bars, departments and units can not exist in the construction of R & D platform in Western Taiwan Straits. With the co-ordination Planning used, they should be constructed that base on the needs of the innovation-oriented country strategy and important advanced manufacturing base to form their own focus and characteristics.(2) Western Taiwan Straits R & D platform can not continue the traditional duplication that it is done that repeated construction, independent building, small and complete, with the development of mechanism not perfect. Otherwise we should take the path to the integration of technology resources, sharing, upgrade the industry level and regional technological innovation ability of public services. A number of research and development heights should be integrated to enhance and build that are around the leading industries in Fujian Province, strategic cluster of new industries and key industries and key common technologies to be crossed.(3) Western Taiwan Straits R&D highlands should adhere to the R & D "platform and technology, economic and social development needs of docking, and solid and stronger than platform to enhance research and development efforts to integrate the highland" development ideas, to "strengthen co-ordination, clear positioning, increase the input, focus on team building, improve the laws and regulations, optimize the environment, perfect the mechanism to protect the run, "the development of countermeasures. |
