Research On Issue Of S & T Investment Under The Frame Of Building Innovation-oriented Inner Mongolia

The Science and Technology(S&T) is the first productive forces. In 2006, Inner Mongolia Autonomous Region proposed to speed up building Innovation-oriented Inner Mongolia in the next period of time. As a strategic investment, S&T Input determine directly the prosperity of countries and regions. The number of S&T funds and its'use efficiency not only directly restricts the scale of scientific and technological activities, levels and processes, but also play an important role in promoting on economic and social development. Based on this, this paper discusses the issue of S&T investment under the frame of the construction of Innovation-oriented Inner Mongolia. First, started with the basic concept of S&T investment, innovation and innovation-oriented country, the paper gives an in-depth theoretic analysis on the relationship between the S&T input and innovation-oriented Inner Mongolia. In the same time, by applying the method of empirical analysis, the paper made an in-depth qualitative and quantitative analysis on situation of S&T investment during the Ninth Five-Year, the Ten Five-Year and the Eleven Five-Year in Inner Mongolia. Through the historical longitudinal comparison, S&T investment has a great growth; but compared with the national other regions, the S&T investment in Inner Mongolia lays rearward position in the whole country, and has formed a large constraint on the building of innovative Inner Mongolia. The paper concludes with a four countermeasures.
