Small and medium-size enterprises play a crucial role in China’s national economicdevelopment. The healthy development of SMEs, is not only the objective requirements ofChina’s the12th Five-Year Plan, but also the inevitable requirement to maintain socialstability, which can expand employment, improve the socialist economic system and ensurethe economy develop sustainably, quickly, healthily.Since the beginning of the21st century, the globalization of the economy prompted therapid changes and increased competition in industrial environment,which has a crucialimpact on the development of small and medium-sized enterprises. Because of their uniqueflexibility and innovation, SMEs made an important contribution to our national economy interms of the number of enterprises and employment opportunities. But most of the SMEs didnot realize the important effect of high-quality management team in the development ofenterprises. They don’t know how to enhance the quality of the management team moreeffectively yet. Moreover, they are unable to retain and use the talented manager reasonably.This paper makes a comparison about the status quo of SMEs management teambetween Jilin Province and the coastal provinces. The thesis, based on many literatures, putsup hypothesis about the impact of personnel characteristics, heterogeneity, size, environmentand the system of the management team to the quality of the management team of SMEs inJilin Province. The thesis investigated the SMEs in Jilin Province, then made statisticalanalysis by SPSS software to verify the accuracy of the assumptions to the findings. Inaddition, according to the survey results, the thesis analyzed the problems and reasons ofSMEs in Jilin Province in terms of quality of the management team, then put forward thecountermeasures to further enhance the quality of the management team.The feature of this paper is using theoretical research and empirical analysis,quantitative analysis and qualitative analysis method on the basis of first-hand material.The results of this study provide a basis for the government to make policy andmeasures about developing the SMEs. It can also help the SMEs in Jilin Province torecognize their own problems and improve the quality of the management team.
