| Free trade zone, free trade port area, bonded zone and a series of areas under special customs supervision is important tools of the world’s countries to promote the development of international trade, promote trade facilitation and regional economic growth. Since China’s reform and opening-up, we set up a batch of bonded zones, export processing zones and other kind of customs supervision areas along the coastal ports. They have played an important role to the development of processing trade.Zhoushan islands new district is located in the east gold sea lanes of China. It bows at the core shoreline of northeast Asia, sitting on a unique location of shipping trade. In the future, the establishment of free trade zone is of great strategic significance of Zhoushan, Zhejiang, and even the whole east China’s foreign economic development.This paper uses comparative analysis, empirical analysis and other analytical methods. Combed the mechanism of Free Trade Zone theory. We summarized necessary conditions and policy measures of the development of free trade zone through the case analysis to the development of the world’s major free trade zone. Secondly, we demonstrate the necessity of Zhoushan to establish free trade zone from the resource endowment advantage of national strategy, the Zhejiang province and Zhoushan’s own development needs. Third, in view of the situation of Zhoushan new district, we analyzes its basic condition, difficulties. Based on the research, we put forward establishing Zhoushan new district by three steps strategy: comprehensive bonded zone, free trade port area, free trade zone. Finally, according to internationally accepted management rules and regulations, we proposed policy recommendations for the establishment of Zhoushan free trade zone. |
