With the globalization of economy and the rapid development of market economy in our courtry, as well as the promulgation and implementation of<Outline of The National Intellectual Property Strategy>. Enterprises improve technology rapidly. Economic entities of innovation are constantly emerging. The related transactions of intellectual property rights particularly patents, have become increasingly frequent. Patent pledge financing of enterprises, as a new approach, has been applied more and more. The evaluation of patent pledge value, as an economic behavior to serve patent pledge, is not only an important step of implementation of national intellectual property strategy, but also the focus and difficulties in the field of intangible assets research.The article is divided into five parts. The first part discusses the research background, the research significance, the research situation abroad and at home, the research thoughts, the technical route and innovations. The second、third and fourth parts are the key section of the full text. The second part of this paper expounds systematically related theory concept of patent pledge value; and analyses the choice of evaluation methods of patent pledge value; and theoretically analyses influencing factors of patent pledge value. The third part, on the basis of the literature survey and on-the-spot interviews, designs the questionnaire, issues questionnaires to different persons including enterprises、economy institutes、evaluation institutes and experts, analyses the results of questionnaires, builds the index system of influencing factors of patent pledge value, and analyses accesses of key index including the legal factors, market factors, management factors, risk factors and technology acquisition factors. The fourth part, combining the evaluation practice in the region of Beijing and Tianjin, examines the influencing factorts of patent pledge value and accesses of key index. The fifth part summarizes the full text, analyzes the problems about loss of evaluation parameters of patent pledge value and accesses of key index, and puts forward some suggestions.Reasonable evaluation of patent pledge value is not only related to evaluation methods, bue also related to accurate acquisition of influencing factors and key index. In recent years, there are few researches on influencing factors and accesses of key index under the income present method, compared with many researches on evaluation methods、value types and evaluation process of patent pledge value. The light of the paper is building the index system of influencing factors of patent pledge value, analysing accesses of key index and examining the index system of influencing factors though the evaluation practice in the region of Beijing and Tianjin. The purpose is to provide theoretical guidance to evaluation practice, improve the effectiveness and efficience of evaluation work of patent pledge value,and further promote evaluation work under the framework of the national intellectual property strategy.
