Research On The Evaluation Index System Of Patent Pledge Financing For Small And Micro Enterprises Of Science And Technology

With the implementation of market economy reform and technological innovation development strategy,It emerged a number of science and technology with advanced technology Small and micro businesses in China,and gradually become an important driving force of China’s scientific and technological innovation,however,from the long-term development of enterprises,the financing demand still hinder its development.Because of small and micro science and technology enterprise technology development is a long cycle,large capital requirements,uncertain return on investment business,enterprise internal financing can provide continuous financial support for business development,need to rely on external financing to get rid of the dilemma.The rise of the patent pledge financing effectively alleviates the financing difficulties of small and micro enterprises.A comprehensive analysis of China’s patent pledge financing status,China’s patent pledge financing is still at the exploratory stage of testing,the main reason for restricting its development is immaterial,patent and other intellectual property rights of the uncertainty of future earnings increased the difficulty for the assessment of the value of financing,while China is lack of system of patent pledge financing theory guidance system.The core step of patent pledge financing activities can be carried out smoothly is the value evaluation of the patent,and the evaluation index system of patent value depends on the value of patent,so in view of this practical problem carry out research,establish a set of suitable for small and micro science and technology patent financing enterprise evaluation index,in order to small and micro science and technology enterprise financing problems to provide theoretical guidance.Most of the research in China is only the applicability evaluation of existing methods abroad or reference,although some scholars based on the original assessment method is proposed on the improvement of the new model,but few people put forward according to the characteristics of Chinese patent value indicators for evaluation system,so the research of this subject will compensate for the lack of patent value the assessment,and perfect the theory system of value evaluation of the patent.This paper analyzes the current situation of the patent pledge of small and micro enterprises in China in recent years,the barrier and the feasibility of the financing in the financing process.In view of the fact that the patent stock is large,and the level of pledge is not high,this paper analyzes the feasibility of the patent pledge of small and micro enterprises of science and technology.According to previous research results and practical experience summed up the 30 factors which may influence the value of the patent pledge financing,and in order to design the questionnaire,the results of the survey form to assess the value of digital information processing structure preliminary,then use factor analysis to select the indexes,re classification weights are calculated and ultimately the formation of patent law,patent business characteristics the characteristics,enterprise management ability,patent quality level,enterprise financial management level,the patent technology can be applied to the extent,macro environmental factors of 7 kinds of main factors affecting the 23 level two indexes of technology patent pledge financing value evaluation index system.
