Research On The Evaluation Mechanism Of Patent Right Pledge

Recently, as a new channel of small and medium size enterprises’ financing, intellectual property pledge loan is progressively concerned by the public, but its situation to carry out is not ideal. The main obstacles are that the evaluation system is imperfect, the relevant assessment criteria are not standardized, and the assessment risks are difficult to control. As the main form of intellectual property pledge financing, the purpose of the patent pledge financing is to form a high-quality assets assessment result to obtain financing loans; it depends on an accurate grasp of the assessment mechanism to achieve this goal.The study of patent pledge evaluation mechanism helps to reduce the short board effect of the pledge assessment, and to promote patent pledge financing development. Besides, it also has a significance of the improving and developing theory of asset evaluation, promotes the implementation norms of patent pledge assessment to develop, and improves the quality of patent pledge assessments.This paper is divided into five chapters, as follows:Chapter I is an introduction. It describes the research background, motive and meaning, methods and innovations. By using the methodology of documents generalization, it combs the domestic and foreign research with a brief review from three aspects:value types of patent pledge assessment, methods of assessment and influencing factors.Chapter II is the basis of patent pledge evaluation mechanism:the elements. On the inheritance and development of the results studied by domestic and foreign scholars, it starts with the point of accessing mechanism, and builds a diagram of patent pledge assessment elements, extracts the key factors to couple, and analyzes the formation mechanism of its value based on its characteristics.Chapter III is the realization of patent pledge assessment mechanism:the methods. Based on analysis of traditional assessment methods, it uses the comparative analysis to focus on the research of the pledge coefficient method.Chapter IV is the environment of patent pledge assessment mechanism:the value factors. It mainly uses a questionnaire survey and analytic hierarchy process to study the value factors of patent pledge assessment, and quantizes their effects in the process of patent pledging.Chapter V is the conclusions and recommendations. According to the integration and consolidation of the main conclusions, it presents suggestions for the government, appraisal agencies, financial institutions and enterprises from macro-, meso-and micro-three levels, and it also explains the limitations of the study. This paper has made some innovation on the basis of reference for domestic and international research:first, it analyzes from the perspective of the mechanism on patent pledge assessment process, which is an interdisciplinary innovation of research perspective; second, it is an patulous use of asset valuation standards on mortgage value in Europe, for its choosing the pledge value as the type of value assessment; the third, it uses AHP to determine the right weight of value factors and builds a pledged coefficient index system, which is an supplement and improvement of the patent pledge assessment methods.
