As a technology service provider of the postal industry, the Post Office IT organizationsprovide information technology solutions for the postal industry through depth of integration oftechnology and business, In order to provide high performance for postal software projectdevelopment and system operation and maintenance services, the Post Office IT organizationsnot only focus on the postal technology innovation and business services, but also needs tocontinue to upgrade their self capacity construction and improve IT project management level. Inview of the many factors involved in the performance appraisal system of postal enterprises, theconstruction of the system is a complex systems engineering, which needs the help of new ideasand methods of management. If such a system is viewde as a project, making research from theperspective of project management is a new attempt and the research has the practicalsignificance.In order to study the postal IT project of performance improvement methods better, makingthe Post IT organizations as a bakeground, we researche and sum up on the projectmanagement, strategic management, performance management and other related literature. Atthe same time, we organize the postal IT performance evaluation project to improve theempirical research through project management. During the research process, it combines thecharacteristics of the project life cycle of the Post Office IT organizations. We use the projectmanagement methodology of Project Demand Analysis, Project Design Schedule andResponsibility Assignment Matrix, it designs performance evaluation index system project whichconsistent with the organization’s strategic goals. Then we carry out the project, analysis the riskfactors during implementation process, and bring forward the related measures.The research results find that the postal IT performance project can be improved bydesigning the consistent with the organization’s strategic goals, and leads the individuals toenhance their performance, and thus enhance the group performance, and ultimately achieve thepurpose of enhancing organizational performance. All these lay the foundation to achieve theorganization’s strategic goals. Affected by the factors of varies industries and corporations’culture, the organizations focus which to improve the performance project is different. Thisthesis used project management theory and performance management tools to provide themethods for the empirical research of the performance project. The results of the researchprovide the reference for the postal service as well as other industry performance appraisalproject.
