With the licensing of the3G networks, restructuring of telecom providers,China Mobile isfacing tremendous challenge along with its whole line of businesses, which was expanded from theoriginal simple wireless service to land line, broadband, special line, and Internet connection, inwhich the customers extended from individual people to families and corporate groups. Businessoperation supporting system is a critical part and indicator in products and services, and is one ofthe core competences of China Mobile. Therefore, China Mobile has proactively responded towhole businesses competition by developing the project management methods for building large ITsystems to develop the new generation business operation supporting system (NGBOSS) withwhole businesses, whole customer, whole integration, whole processes, and whole value chain(5W). Those methods include three stages, namely, business planning analysis, standardsformulation, and development and implementation.Adopting concepts and methods from project management, this thesis described how to controlproject risks by ranking priorities and multilayer management in the six procedures of project riskmanagement, namely, risk management planning, risk identification, risk qualitative analysis, riskquantitative analysis, response planning, risk monitoring and control through all the three stages ofa project (i.e., business planning analysis, standards formulation, and development andimplementation).This thesis analyzed four types of risks through project development, especiallythe organization risk for super-large team, the quality risk incurred during the total replacement ofthe old system, the progress risk in coordinating between13regional subsidiaries, and thefamiliarization risk brought to the21500business operators. Then the paper discussed andsummarized the methods and strategies that were utilized to avoid these four types of risks.The NGBOSS at China Mobile Jiangsu Company has gone through the five fundamentalsteps of project management initiation, planning, implementation, and finalization and hasovercome challenges such as changes of system integrators, large teams of people, live seamlesstransformation, numerous functional points. The NGBOSS was planned in2008and wassuccessfully launched in October2010in all13regions and cities in Jiangsu province, which fullymet the demands and expectations of all related parties.
