Wage Distribution is the important part of Disposition of Income, in which the wage distribution in enterprise is the core. Building up the harmonious society and pushing forward the sound and rapid economic development, it must improve the collective bargaining on wages and make it work effectively. The essence of the collective bargaining on wages is to bring the incentive and restraint wages into contract by legal procedure, from which the employee and the enterprise could find the common while seeking for the different benefits. However, the power of the labor union in our country is weak at present and it doesn’t enjoy the equality with the employer during the collective bargaining on wages, where it couldn’t play the role well in the organization and implementation. During the development of collective bargaining system on wages in our country, there are some shorts in the related laws, market environment and the system itself, by which the conflicts and problems are caused, should definitely be solved by the government. The government should play the roles of advocacy, organization, coordination and supervision in the collective bargaining on wages. At present, the government in our country should push the development of collective bargaining on wages by setting the good outside environment in society for carrying out the collective bargaining on wages, promoting the establishment of framework for collective bargaining system on wages, strengthening the service ability on dealing with the labor relations as well as building and completing the legal guarantee system.
