Research On The Coordinated Development Between Industrial Structure And Employment Structure In Shanxi Province

Since the reform and opening up policy, there is a rapid development in China’s economy.The active sides of China’s economy are Upgrading of the industrial structure, changing ofthe employment structure and effective configuration of various resources and elements, butat the same time, there are many contradictions and problems. Industrial structure needsfurther and deeper optimization. Employment problem is becoming increasingly serious. Thecoordinating development between industrial structure and employment structure affects thenational economy’ healthy and rapid development. Shanxi Province is in a period of economicrestructuring, the contradiction between industrial structure and employment structure hasbecome increasingly prominent. Study the coordination of industrial structure andemployment structure in Shanxi Province, either to grasp the current situation and problemsof Shanxi industrial structure and employment structure, can also make both in the futureavoiding the existing contradictions and problems, and to promote more effective new ideasand new strategies for both coordinating development.Our study makes a brief literature review of related literature. Based on the theory ofindustrial structure and employment structure, such as Petty-Clark theory, Kuznets law,Chenery-Syrquin international standard structure and Lewis dual structure theory, we collectand collate the relevant economic data to analyze the industrial structure and employmentstructure of Shanxi Province, then sum up the characteristics and trends of evolution of thethree industrial structure and employment structure, and analyze the reasons. We get that theProportion of primary industry in Shanxi industrial structure continued to decline, the base isrelatively weak. The proportion of secondary industry is highest and relatively stable. Theproportion of tertiary industry has increased, but its development is slow. The employmentproportion of primary industry in Shanxi employment structure continued to decline, but itsproportion is highest, the employment proportion of secondary industry has declined, theemployment proportion of tertiary industry is gradually increased. Then, we use thecorrelation analysis method to study the correlation of the industrial structure andemployment structure in Shanxi Province, and analyze the coordination deeply from Structuredeviation, compare different perspectives on labor productivity and employment elasticity, weget a conclusion is that there are a lot of surplus labor in first industry, the secondary industryemployment still has a certain degree of absorptive capacity, the tertiary industry has apotential and space for absorbing more labors. Finally, put forward countermeasures andsuggestions from two aspects of the industry measures and employment measures forpromoting the coordinating development of the industrial structure and employment structurein Shanxi Province. The developing countermeasures of industry are including: the steady development of primary industry such as developing specialty agriculture, realizingagricultural modernization and agricultural large-scale; Optimizing the secondary industry,enhancing traditional pillar industries and cultivating new pillar industries. The tertiaryindustry will have to vigorously develop the tourism industry, modern service industry andcultural industries. The developing countermeasures of employment are including, speedingup the reform of household registration system, unifying labor market, improving the qualityof workers and improving the social security system.
