A Research On The Employment Structure And Industrial Structure Development Of Hunan Province

The development of industrial structure and the adjustment of employment structuremutually associated and constrained, an important problem exists in the sustained economicdevelopment of Hunan Province is how to coordinate the relationship between employmentand developing economy. At present, the economic development of Hunan Provincemaintains an upward momentum, the industrial structure is optimizing at a high speed whilethe economy grows, however the changing of corresponding employed labor structure did notcatch up with the changing of industrial structure, the deviation index between industrialstructure and employment structure is relatively high, at the same time labor transfer ishindered, these resulted in a huge increase of employment pressure. So far, Hunan Province isin the later period of industrialization, a critical period of industrial restructuring. Under thedouble background of industrial structure upgrading and employment pressure increasing,here lies the important realistic problem of how to coordinate the relationship between laboremployment and economic development and make industrial structure change keep up witheconomic development.Based on research at home and aboard, and combining with Petty-Clark theorem, Lewismodel and Ranis－Fei mode, and the theory of labor supply and demand, this article analyzedcorrelation between industrial structure and employment structure. According to the developtrend of present industrial structure and employment structure in Hunan Province, the authoranalyzed the coordinate degree between the development of the two from three aspects:elasticity of employment, deviation index of structure and coordinate degree of structure.Then the problems lie in the coordinated development of industrial structure and employmentstructure in Hunan province together with the acting factors which causes the problems aresummarized. At last, specific policies and measures based on the goal of coordinately developeconomy and social policies in Hunan Province have been put forward.
