Construction Land Allocation:Efficiency And Equity An Empirical Study Based On Provincial Panel Data In China

With China’s rapid economic growth, the scales of construction land are constantly increasing. But construction land allocation neither reflects the principle of efficiency of resource utilization, nor taking the principle of fairness of resource allocation into consideration. These two principles are the eternal topic of resource allocation of human society, so to study on construction land allocation, the perspective of efficiency and equity is an important entry point.So far, the study on construction land can be described as voluminous, and in these studies, study on construction land allocation is one of the focuses. From existing studies on construction land allocation, we come to a conclude that most of them are from the efficiency of construction land allocation, forecasts of construction land demand, management tools of construction land allocation and methods of construction land allocation, but these studies did not give a reasonable explanation on construction land allocation from the efficiency and fairness. This article aims to answer the status quo of China’s construction land allocation, and the question of how to balance efficiency and equity to make the on construction land allocation more reasonable, in order to provide a theoretical basis and policy recommendations on further improving construction land allocation program of overall planning on construction land, improving the efficiency of construction land allocation and reducing the unfair of allocation..This article first analyze the construction land allocation status and the numbers of1999-2008construction land from two aspects:national and regional, then use Pareto efficiency and the Lorenz curve in economics to discuss how to measure the efficiency and fairness of construction land allocation in theory and analyze the relationship of efficiency and equity in construction land allocation, finally, use31provincial-level regions data of China from1999to2008to do an empirical study, using data envelopment analysis to discuss efficiency and construction land allocation, using the Lorenz curve of construction land allocation to study its fairness, using principal component analysis method and entropy method to study on how to distributed the construction land in various regions under the premise of both efficiency and equity. The results show that most provincial construction land allocation efficiency is low, and the national average efficiency value also showed a downward trend. From efficiency point of view, to configure the construction land, we should enable the allocation of high efficiency areas, reduce allocation of the low efficiency areas index, but according to the existing construction land distribution scheme, it does not make the allocation in a fair direction, the current allocation of construction land obviously biased toward the region of high per capita GDP, from the point of fairness, increasing the construction land of low per capita GDP region is needed. Considering both efficiency and fairness,20regions should increase the construction land allocation such as Beijing, Tianjin, Shanxi, Liaoning, and another11regions should reduce the construction land allocation such as Hebei, Inner Mongolia, Jiangsu, Zhejiang.Based on the above findings, the paper put recommendations on optimizing the construction land allocation from the following four aspects:the scientific preparation of land use planning, to improve the annual land use plan, strict enforcement of land use control system and to improve urban land intensive use level.
