In recent years,problems caused by aggressive urbanization in some areas,such as the disorderly expansion of construction land,the rapid spread of inefficient land,and the shrinkage of agricultural and ecological space,are becoming more and more serious.The urban economic development mode guided by quantitative growth urbanization is becoming more and more unsustainable.In order to break through the current dilemma,the state’s supply mode of construction land is changing from annual land quantity index budget management to quality performance management under total quantity control.Under the background of the total quantity control of construction land index,the scarcity of land resources will be further highlighted.Therefore,the research on how to scientifically and reasonably allocate construction land indicators among regions is of great significance to alleviate the contradiction between people and land,protect agricultural and ecological space and promote the balanced development of various regions.Taking the construction land index allocation in Guilin as the research object and combining with the restrictive index on the total quantity of construction land in “the 14 th five year plan of Guilin natural resources”,this paper studied the impact of different construction land index allocation strategies under total quantity control on land use change and ecological pattern of Guilin in 2025 by proposing and setting different strategic scenarios of construction land index allocation.The research results provide a certain reference for coordinating the relationship between man and land,promoting new-type urbanization and maintaining sustainable economic development.The main research contents consists of 3parts.Firstly,by improving the FLUS model,this paper proposed the EA-FLUS model,which is not only suitable for the simulation of land use change under total quantity control of construction land in the target period,and also has the adaptive parameter adjustment function,higher iteration speed and higher adaptability to land use change.Secondly,based on the spatial-temporal evolution characteristics of land use pattern in Guilin from 2010 to2020 and the driving factors affecting land use pattern in Guilin,this paper tested the improvement effect of the EA-FLUS model.Finally,by proposing and setting different strategic scenarios of construction land index allocation,this paper used the EA-FLUS model to study the impact of different construction land index allocation strategies under total quantity control on land use change and ecological pattern of Guilin in 2025.The results showed that:(1)Applying the scenario analysis method to the research on the strategies of construction land index allocation can break the restriction of taking administrative units such as cities or districts and counties as the minimum allocation unit by simulating and comparing the spatial-temporal evolution of land use pattern in the study area under different scenarios at the grid level.The resulting construction land index allocation strategy can not only take into account the distribution fairness and efficiency,but also consider the distribution suitability of construction land and the impact on the ecological pattern under different allocation strategies.(2)Compared with the FLUS model,the EA-FLUS model not only can limit the scale of construction land in the target period,but also have higher overall accuracy,Kappa coefficient and Fo M coefficient for the simulation results of land use change,and improve prediction and simulation accuracy for all land use types.(3)Compared with the current trend,the multi-objective strategy of construction land index allocation can improve the utilization efficiency of construction land on the premise of ensuring the fairness and suitability of construction land distribution,but the cost of this strategy is that the promotion of urbanization in the surrounding areas of economic hotspots will be restrained.(4)The landscape indices showed that the expansion of construction land under the current trend will cause more serious interference and damage to agricultural and ecological space,and the multi-objective strategy of construction land index allocation can not only improve the integrity of construction land,but also help to reduce the fragmentation of agricultural and ecological land and improve their integrity.
